EZ Tag [a subsidiary of Groupe Techna] has provided excellent customer service to the DC Department of Public Works (DPW) for the past four years. EZ Tag’s Parking Enforcement product has been very stable and has fully met expectations from DC/DPW Parking Services Administration. From a Support standpoint EZ Tag’s Analysts are always available to immediately address any ongoing operations issues that surface. It is a rare situation indeed when we do not immediately get to speak to a EZ Tag Support Analyst whenever we call the EZ Tag Line. Most issues are solved quickly and to our complete satisfaction. Whenever product enhancements or System upgrades are delivered EZ Tag takes the necessary steps to ensure that the changes are first thoroughly tested and deployed in a staggered & controlled manner in order to minimize the risk to our large Ongoing Operations of 300 Handheld Computers employing MES Ticketing Software.

Recently, we especially appreciated EZ Tag’s initiative to visit DPW and conduct an information session, with our Senior Management in attendance, to advise DPW of the latest technological innovations available in the Parking Enforcement arena. In summary, we highly value our relationship with EZ Tag and look forward to working closely with EZ Tag on future initiatives in order to both improve & maintain our Parking Enforcement Operation at peak levels of efficiency & feature rich content.

MES CRUISER - Automated Citation Issuance & Management Solution

Traditionally, parking and traffic citations have been handwritten in booklets carried by officers. Enforcement officers spend a great deal of their patrol time addressing parking or traffic problems – and an even greater amount of time on reports detailing parking or traffic infractions – electronic citations offer significant improvements over paper-based systems. Groupe Techna’s Mobile Enforcement Solution (MES) is an accurate and efficient, electronic citation issuance and management solution that replaces paper booklets. An officer issues citations using a handheld computer, laptop or tablet PC and prints them onto a mobile thermal printer.

With its modular design, MES delivers an, off-the-shelf, enterprise mobility data collection and management solution at a fraction of the cost of in-house or customized solutions. As a result, features can be supplied in a variety of formats, conforming to a particular city’s judicial and agency requirements.

Groupe Techna has designed MES to enable you to retain complete control of your operations, while delivering additional services, positioning you to increase your revenue generating potential. Unlike offerings from other solution providers, our enforcement solution has been developed using an open architecture; mobilizing multiple business critical applications, onto any handheld device and mobile printer combination. Hardware independence is a key criterion, as it gives you considerable leeway to control the cost of your investment. As new technologies emerge and needs change, MES will be there with you, ensuring a solution that will evolve with your organizational needs.
With its modular design, MES delivers an, off-the-shelf, enterprise mobility data collection and management solution at a fraction of the cost of in-house or customized solutions. As a result, features can be supplied in a variety of formats, conforming to a particular city’s judicial and agency requirements.
One of the compelling features of MES is its ease of use. The intuitive MES handheld computer interface combined with customer-defined drop-down lists and automatic repetition of recurring data, allow for easy screen navigation and data entry. To issue a citation, an officer can effortlessly capture vehicle and driver information, by scanning a driver’s license and/or registration sticker, and then complete the data entry by using customer-defined drop-down lists to capture location and violation details. To print the citation, the officer simply clicks a feature on the handheld computer, activating a wireless communications radio, and the citation is printed in less than 10 seconds.

The handheld computer is capable of uploading citation information immediately to the central server via real-time wireless communications. Similarly, the handheld computer is kept in sync with the Host component whereby the latest information is always available to the Officer throughout their shift (e.g. stolen vehicles, permit details, scofflaw violators, etc…). Alternatively, a less costly solution is also available whereby citation information is uploaded to the MES database using a batch process at the end of the officer’s shift. Officers still have access to central database information; however it only reflects the last system update.

  • Issue Parking and/or Moving Violations
  • Bar Code Scanning & Magnetic Stripe Reading
  • Electronic Officer Signature Capture on Citation
  • Officer Notes & Observations
  • Imaging & Drawing Capabilities
  • Timing/Chalking Functions
  • Onscreen Citation Preview
  • Barcode, OCR & MICR Printing on Citations
  • Geographic Information System (GIS) Mapping
  • Wireless Communications (GSM/GPRS, CDMA/1xRTT, CDPD, Bluetooth & WiFi)
  • Central Database Access (ex: stolen vehicles, scofflaw, permits & tolerances)
  • Broken Meter & Asset Reporting
MES is not solely for the officer in the field. Coupled with this solution is a Management and Reporting System. Citations are uploaded to the MES Manager for records management, reporting, analysis, and electronic or hard-copy transmittal to the Courts. The reporting feature provides a set of standard reports that can be tailored to each individual customer’s requirements. Reports can be viewed on-screen, printed or exported to a file. The information gathered from the system will help improve your organization’s overall efficiency and image.

The Courts gain substantial benefits from MES. Since the information is initially captured onto a handheld computer, uploaded to a file server, then electronically transferred to the Court, there is no need for court personnel to manually key in any information into the Court's central processing System. This represents a tremendous cost and time saving. Since everything is electronic, time-consuming tasks of inputting and processing traditional paper citations are eliminated.
